All pipe laying for connections and all repairs to any connection to the sanitary sewerage system of the City shall be made in accordance with the rules set forth in Section 1040.19, and under the direction of and subject to the inspection and approval of the Manager. The jurisdiction of the Manager shall extend to the entire connection from the "Y" at the sewer to the joint at the end of the house, east from the soil pipe three feet outside of the premises to be connected.
