(a) After January 1, 1974, no bicycle shall be operated in the City without first registering the same as provided for herein. Application for registration shall be made to the Chief of Police or his authorized representative upon a form provided by the Chief. The application shall contain the name, date of birth and address of the applicant and the name, color and serial number or other identifying marks of the bicycle and such other information as the Chief deems pertinent.
(b) No person who is the owner of a bicycle shall use such bicycle unless it is registered in a manner satisfactory to the Chief or to whomever he may delegate.
(c) The registration provided for in this section shall be valid for the lifetime of the bicycle or until ownership of such registered bicycle changes, whichever occurs first.
(d) This section shall not apply to any bicycle in transit within the City provided that such bicycles have been registered in some other municipality in accordance with the terms of an ordinance similar to this section if such exists, or if the owner is a resident of another community.
(a) The Chief of Police shall issue a registration plate or decal together with a certificate bearing the name and address of the owner, the make, manufacturer's serial number, type and model of the bicycle and the date issued.
(b) The owner shall cause such registration plate or decal to be firmly attached to the bicycle for which it is issued, in such position as to be plainly visible. No person shall destroy or remove a registration plate or decal from a bicycle.
(c) On bicycles not containing a manufacturer's serial number the Chief shall establish a serial number system and cause such number to be permanently stamped on the bicycle frame.
(d) The Chief may furnish each registrant with a copy of the provisions of this chapter and other information as he deems appropriate.
No person in the business of selling and/or repairing bicycles shall sell, repair, dispose of or transfer the ownership of any bicycle without keeping a written record of the seller, purchaser, manufacturer's serial number and type or model thereof. Such records shall be kept for a period of five years and shall be available to the Chief of Police upon request.
