Pursuant to Ohio R.C. Chapter 146 there is hereby created a Volunteer Fire Fighters' Dependents Fund Board, consisting of five members who shall be chosen as follows:
(a) Two members shall be elected by Council.
(b) Two members shall be elected by the Fire Division.
(c) One member shall be elected by the Board members elected in subsections (a) and (b) hereof, and such member must be an elector of the City, but such member may not be a public employee nor may he be a member of Council or the Fire Division.
