246.03   COMPENSATION IN GENERAL.
   (a)   Step Plans. Compensation for full-time employees shall be determined in accordance with step plans. Step plans for employees hired after January 1, 1994, and prior to January 1, 1994, including provisions relating to the administration of such plans, shall be determined from time to time by ordinance of Council.
   (b)   Adjustment of Minimum Wages. All minimum wages shall be automatically adjusted if the Federal minimum wage is increased.
   (c)   Shift Differentials. Except for those officers listed in Section 246.20, employees shall receive the appropriate shift differential rate for all hours worked in the respective shifts. Such rates shall be determined from time to time by ordinance of Council.
