   246.20   HEALTH COMMISSIONER, CITY NURSE, PARK MANAGER, BUILDING/ZONING INSPECTOR AND ASSISTANT UTILITY CLERK AS SPECIAL EMPLOYEES.
   The special employees of the City shall be:
   (a)   The Health Commissioner.
   (b)   The City Nurse.
   (c)   The Park Manager.
   (d)   The Building/Zoning Inspector.
   (e)   The Assistant Utility Clerk.
