The Manager and/or the Fire Chief are hereby authorized, by verbal order or subject to written regulations, to provide for the response of the Fire Division and Rescue Units to emergency calls outside of the City, for the East Palestine City School Board, even though such response shall be into areas not covered by mutual aid protection contracts.
