244.02   EMERGENCY AMBULANCE AND FIRE/RESCUE SERVICE; RULES.
   (a)   The Fire Division is hereby authorized to provide an emergency ambulance service and rescue unit for residents.

   (b)   Fire and emergency ambulance service shall be free to all residents of the City, except in cases where the recipient is eligible to receive payment for such service by a third party agency. All nonresidents will be required to pay the charges incurred. Such third party agencies shall include, but are not limited to, Medicare, Medicaid and any other insurance policy.
   (c)   The Manager is authorized to set fees and promulgate such rules and regulations as are consistent with the provisions of this chapter and as may be reasonably necessary for the public safety and health regarding the manner and method of collection of such fees. The Manager is further authorized to negotiate and enter into a private contract with persons or agencies outside the City, as provided in Ohio R.C. 9.60.

   (d)   The Manager is authorized to charge a fee for fire/rescue service as follows: five hundred dollars ($500.00) per call, plus the hourly cost of personnel and fringe benefits, and seven dollars ($7.00) per mile for each vehicle that responds. The Manager is authorized to charge a fee for motor vehicle accident and scene safety services as set forth in the tier schedule attached to Ordinance No. 1-2017, which is incorporated by reference.

   (f)   (1)   Forty percent of the funds received from the billing for fire and emergency medical services shall be allocated to the Capital Replacement Fund, to be used for the purchase of new or used fire and emergency equipment or vehicles.
      (2)   Fifty-five percent of said funds shall be allocated to the General Fund of the City.
      (3)   Five percent of said funds shall be allocated to a Training Fund for firefighters and emergency medical personnel, to further the education of members of the Fire Division.

   (g)   The Manager shall establish written rules for the regulations and discipline of the Fire Division, including its Emergency Ambulance Service and Rescue Unit. Such rules shall prescribe and provide for the organization, administration, conduct and control of the Fire Division.
