The plane of reference for all levels is established as follows: All levels run in the City, in connection with sewers, paving, curb setting, sidewalk construction, street railway construction or any other work done for Council or subject to the approval of Council, shall be referred to the mean low tide of the Atlantic Ocean at Sandy Hook, New Jersey.
