The Director of Public Service-Safety shall inspect all permanent signs and commercial billboards erected, constructed or maintained within the City limits, whether on public or private property. If the Director finds that any such sign or billboard is unsafe, he shall notify the owner thereof who shall correct the unsafe condition within five days after receiving written notice from the Director. If such unsafe condition is not corrected within that period, or there exists a failure to comply with Section 701.01 or 701.02, the Director is hereby authorized to remove such sign or commercial billboard forthwith. In addition, failure to correct such unsafe condition within that period shall render the owner liable to criminal prosecution and fine as provided in Section 701.99.
