701.02  COMMERCIAL BILLBOARD LICENSE REQUIRED; EXCEPTIONS.
   In addition to the license required by Section 701.01, any person or firm who erects, owns, leases or otherwise maintains a permanent commercial billboard within the City limits, must first obtain on or about the first day of each calendar year, a yearly license from the City which shall be issued by the Mayor upon the payment to him of twenty-five dollars ($25.00) for each and every such billboard so erected, owned, leased or maintained.  This provision shall not apply to merchants who erect, own or maintain permanent billboards on their own business premises.
