(a) Where a railroad track is adjacent to a residential area, no person connected with the operation or moving of an engine or railroad cars or directing the same, shall cause the bumping of railroad cars or an engine, or their operation in such a manner as to create loud unnecessary noise between 9 p.m. and 7 a.m. Any such noise that can be distinctly heard at a distance of 500 feet from the source shall be deemed a loud or unnecessary noise and disturbing and detrimental to the health or comfort of any individual.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
