(a) No person owning, leasing or controlling any wharves, piers, bulkheads or structures thereon, or waters adjacent thereto, or any basins, ships, docks, waterfronts, land under water or structures on any such places within the City, or any agent or employee of such persons shall rent, lease or hire to any person sixteen years of age or under any vessel of any description whatever.
(b) Whenever any vessel of any description shall be rented, leased, lent or hired, the owner, keeper, lessor, liveryman or his agent or employee shall provide the safety equipment required in this chapter, unless otherwise agreed upon by written contract or agreement, the terms of which shall be understood by the parties thereto.
