(a) No vessel shall discharge, deposit, throw or spill within the harbor limits of Eastlake any crude petroleum, gasoline or other similar volatile inflammable oils, nor shall there be pumped or emptied while within the harbor limits of Eastlake the bilge water or any bilge residue from the bilges of any steamship, tugboat, tanker, oil barge or any other vessel that burns or conveys fuel oil or distillates.
(b) No person shall throw, dump, place, deposit or cause or permit to be thrown, dumped, placed or deposited any garbage, refuse, vegetable matter, filth, dung, carrion, dead animal, offal or putrid or unwholesome substance or the contents of any privy, water closet, catch basin, cesspool or vault upon the margin or banks or within the limits or into the waters of the harbor.
