A bicycle license sticker is not transferable except to a member of the licensee's family residing in the same household as the licensee, and the license sticker shall be deemed to expire upon the sale, gift or other transfer of a licensed bicycle except when the sale, gift or other transfer is to a member of the licensee's family residing in the same household as the licensee. When there is a sale, gift or other transfer of a bicycle to someone other than a member of the licensee's family residing in the same household, then the former owner shall remove the license sticker.
