375.06 LICENSE ISSUANCE, DENIAL, REVOCATION AND RECORDS.
   (a)   The Director of Public Safety, upon receipt of the proper application, is authorized to issue a bicycle license sticker which shall remain effective for so long as the owner of the bicycle remains the same and so long as the license sticker is not ordered withdrawn for safety purposes as provided herein.
   (b)   The Director shall not issue a license sticker for any bicycle when he knows, or has reasonable grounds to believe, that the applicant is not the owner or is not entitled to the possession of such bicycle or that the bicycle is not in safe operating condition.
   (c)   The Director shall keep a record of the number of license stickers issued, the date issued, the name and address of the person to whom issued, the name of the manufacturer, color, serial number and other identifying marks, if any, of the bicycle for which it is issued and such other information as the Director shall deem pertinent.
   (d)   The Director is authorized to revoke any license sticker issued hereunder when, in his opinion, a bicycle is not in safe operating condition. The Director may reinstate the license when he is satisfied that the bicycle has been repaired so that in his judgment the bicycle is in a safe operating condition.
