Application for the registration of a bicycle shall be made to the Director of Public Safety or his authorized representative upon forms provided which shall require the name and address of the applicant and of the owner, if not the same as the applicant, the name of the manufacturer of the bicycle, color and serial number and other identifying marks of the bicycle, if any, and such other information as the Director deems pertinent.
