The Director of Public Safety, Chief of Police, Fire Chief or any member of the Police and Fire Divisions may provide for the removal of any vehicle found to be in violation of Section 353.04 to a garage or other place as he deems proper. Any costs incurred in removal and storage shall be paid for by the registered owner of the vehicle and such costs shall be in addition to any fine or penalty which may be imposed on the owner or operator of the vehicle.
