351.15 PARKING IN RESIDENTIAL AREA FRONT AND SIDE YARDS PROHIBITED.
   (a)   Definitions. As used in this section:
      (l)   "Residential front yard" means the yard area directly in front of the habitable (main) portion of the house extending to the front property line and not occupied by a structure.
      (2)   "Residential side yard" means the yard area from the rear setback of the house extending to the side property lines and forward to the front property line and not occupied by a structure or driveway.
      (3)   "Residential area" means that portion of the City zoned as a Residential District in Section 1143.01 of the Codified Ordinances, as may be amended from time to time.
      (4)   "Driveway" means the area approved by the Building Department for motor vehicle use and as described in Section 1155.05, "Location of Required Parking Spaces", of the Codified Ordinances.
   (b)   Parking Prohibited.
      (1)   Front yard parking prohibited. No driveway shall be permitted in a residential front yard. Further, no person shall park, store, or leave unattended or allow to remain parked, stored or left unattended a vehicle, trailer, boat or camper.
      (2)   Side yard parking prohibited. No person shall park, store or leave unattended or allow to remain parked, stored or left unattended a vehicle, trailer, boat or camper wholly or partly upon a residential side yard, unless such unit is wholly within a driveway.
   
   (c)   Registered Owner Responsibility. The registered owner of a vehicle or unit found in violation of this section shall be held prima-facie responsible for any such violation.
   (d)   Exemption. The provisions of this section do not apply to authorized emergency or public safety vehicles while in use for emergency purposes.
