311.05 SNOW REMOVAL PERMIT REQUIRED; RESTRICTIONS; APPLICATION; FEE.
   (a)   No person shall knowingly push or place or cause to be pushed or placed on any City street or highway snow and/or ice that has been removed from any parking lot, driveway, driveway apron, sidewalk or any other area.
   (b)   No person shall knowingly push or place or cause to be pushed or placed snow and/or ice onto any neighboring private property, without the consent of said neighbor.
   (c)   No person shall remove snow with a motor vehicle from any place in the City without first obtaining a permit to do so from the Division of Police.
   (d)   Prior to the issuance of each permit, the applicant shall furnish the make, model, serial number and license number of the motor vehicle to be used and the name, address and phone number of the applicant's liability insurance carrier. Each applicant shall pay an application fee of ten dollars ($10.00) for such permit for each vehicle. The maximum fee for one applicant, regardless of the number of vehicles owned or leased by him, shall not exceed fifty dollars ($50.00). The permit shall be valid from October 1st to May 1st of each year.
   (e)   No person shall place or cause to be placed any snow and/or ice around or in front of any fire hydrant and/or fire protection device upon any property either public or private, that will hinder or prevent the Fire Division from performing its firefighting duties.
   (f)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
