An Audit Review Committee shall be comprised of one member of Council to serve for one year, appointed yearly by a majority of Council, two City of Eastlake residents, appointed by the Mayor and two City of Eastlake residents, appointed by Council. The Committee shall select, each year for a one year term, one of its members to serve as chairman and one to serve as secretary. Three of the members of the Committee shall constitute a quorum. The Committee shall adopt its own procedural rules and keep a record of its transactions. The term of office shall be a three-year period. This Committee shall have no decision-making authority and shall not constitute a municipal body as defined in Section 112.02.
