155.36 ALTERNATIVE WORK SCHEDULE.
   Individuals wishing to change their work schedule must fill out and submit, to their department head, a request form stating the employee's desired work schedule and the date the new schedule would begin. The department head will refer all requests, with appropriate recommended approval or disapproval, to the Mayor for final decisions. These decisions will be based on the following:
   (a)   All employees must be present between the hours of 9:00 a.m. and 3:00 p.m. However, starting times may be shifted forward or backward of the current starting times in increments of one-half hour, up to a maximum shift of one hour.
   (b)   Schedule changes must not conflict with other normal services.
   (c)   The requested work schedule must allow the employee to satisfy the needs of the residents. The needs of the City and individual departments must be met first.
   (d)   The employee must be present during "exceptions" to normal work schedule, including but not limited to time card submittals and special meetings.
   (e)   The time span for which the requested work schedule change would apply need not be stated, but a new request would be required for each change. The minimum time span for which change would apply would be two weeks.
Requests must be made at least two weeks before time span of alternative work. All decisions of the Mayor are final.
