(a) The following days are hereby declared holidays for all full time, as distinguished from part-time; permanent as distinguished from temporary employees of the City, not covered by a collective bargaining agreement:
The first day of January, known as New Year's Day
The third Monday in February, known as Presidents' Day
Good Friday
The last Monday in May, known as Decoration or Memorial Day
The Fourth of July, known as Independence Day
The first Monday in September, known as Labor Day
The fourth Thursday in November, known as Thanksgiving
The fourth Friday in November, the day after Thanksgiving
Christmas Eve Day
The twenty-fifty day of December, known as Christmas Day

(b) When any holiday listed in subsection (a) hereof falls on a Sunday, the following business day shall be considered the holiday. When any such holiday falls on a Saturday, the preceding business day shall be considered the holiday. In addition to the above holidays, any day may be designated as a holiday by proclamation of the President of Council, upon the approval of a majority of Council.
(c) City offices shall be closed on the holidays listed in subsection (a) hereof and all full-time permanent employees of the City who have been employed for a minimum of three months shall be compensated at their regular rate of compensation, though not working on those holidays, except that directors need not be employed for the minimum of three months before being so compensated. However, if in the opinion of a department head certain employees are required to work on those holidays to provide for necessary services of the City, then the department head shall designate those employees to work and they shall be compensated for the holiday in addition to their regular rate of pay.

(d) In the event an employee is absent from work on his last scheduled work day before or the first scheduled work day after a designated holiday, the employee shall not receive holiday compensation, unless approved by the Mayor after the receipt of reasons and documentation of said reason for the absence. (e) At the discretion of the respective department head with consideration of workloads and department needs, an employee not regularly scheduled may work designated holidays.
An employee, who elects to take time off for the holidays, shall be required to take the time off during the year in which it is accumulated and not be able to carry over the time into the next year.

(f) (1) Effective January 1, 2013, a Chief of Police who works on a recognized holiday, or if his/her regular continuous schedule does not include the day of the observed holiday, shall designate the days he/she wishes to take off at a later date. Said days shall be subject to the advance approval of the Safety Director as to when they may be taken.
(2) A Chief of Police electing to take time off for holidays, shall be required to take the time during the year it is earned and not be able to carry the time over into the next calendar year. Floating holidays must be taken during the year and cannot be paid out.

(g) During the last calendar year of an employees pensioned retirement, they shall receive their full complement of holidays as personal days on January 1st of that year.
