155.01 GENERAL ADMINISTRATION.
   The following rates of pay and employment benefits contained in the provisions set forth in this chapter are for the Department Directors and Assistant Directors of the various City Departments, the Chief Building Official, the Tax Administrator, the Clerk of Council/ Director of Legislative Services, the Chief of Police and the Chief of the Fire Department, the Mayor's Administrative Assistant and any other full time, and part-time employees not covered under the terms of a Collective Bargaining Agreement.
   (a)   Definitions. It is the intent of the City of Eastlake to clarify the definitions of employment classifications so that employees understand their employment status and benefit eligibility. These classifications do not guarantee employment for any specified period of time. Accordingly, the right to terminate the employment relationship at will at any time is retained by both the employee and City of Eastlake. These employees and individuals who are covered by the State Constitution, Charter of the City of Eastlake and are elected officials are excluded from the “at will” terminology.
      (1)   “Elected Official” means the Mayor and members of Council of the City of Eastlake.
      (2)   “Employee” means any person working for the City for salary or wages, who is not an “elected official” as defined herein.
      (3)   “Regular Full-time Employees” are those who are not in a temporary or probationary status and who are regularly scheduled to work City of Eastlake's full-time schedule of at least forty (40) hours per week. Generally, they are eligible for City of Eastlake's benefit package, subject to the terms, conditions and limitations of each benefit program.
      (4)   “Regular Part-time Employees” means those who are not assigned to a temporary or probationary status and who are scheduled to work less than forty (40) hours per week. While they do receive all legally mandated benefits (such as workers' compensation insurance and PERS), they are ineligible for some of City of Eastlake's other benefit programs.
      (5)   “Probationary Employees” means those whose performance is being evaluated to determine whether further employment in a specific position or with City of Eastlake is appropriate. Employees who satisfactorily complete the probationary period shall be notified of their new employment classification. Probationary employees do receive all legally mandated benefits such as workers' compensation insurance and PERS.
      (6)   “Temporary and Seasonal Employees” means are those who are hired as interim replacements, to temporarily supplement the work force, or to assist in the completion of a specific project. Employment assignments in this category are of a limited duration. Employment beyond any initially stated period does not in any way imply a change in employment status. Temporary and Seasonal employees retain that status unless and until notified of a change. While temporary and seasonal employees receive all legally mandated benefits (such as workers' compensation insurance and PERS), they are ineligible for some of City of Eastlake's other benefit programs such as vacation and sick leave.
      (7)   “Casual Employees” means those who have established an employment relationship with the City of Eastlake but who are assigned to work on an intermittent and/or unpredictable basis. While they receive all legally mandated benefits (such as workers' compensation insurance and PERS), they are ineligible for some of City of Eastlake's other benefit programs.

   Council salaries will increase three hundred dollars ($300.00) per year beginning January 1, 2025. The Mayor's biweekly rate is for years with twenty-six (26) pay periods; for years with twenty-seven (27) pay periods, the Mayor's bi-weekly rate will be two thousand two hundred twenty-two dollars and twenty-two cents ($2,222.22).

   (e)   Wages and Benefits Evaluation. Council shall evaluate the salaries, wages and benefits of employees who are not members of a bargaining unit within thirty days upon final execution of a bargaining unit contract. When evaluating said salaries and wages Council shall consider internal parity, and the average of salary and wage benefits received by members of bargaining units.
