153.02 POWERS AND DUTIES.
   The Community Relations Board shall:
   (a)   Promote understanding and cooperation among racially and culturally diverse groups within the Community.
   (b)   Adopt by-laws pending approval of Council with a copy of said by-laws being retained by the Secretary of the Community Relations Board.
