(a) The Port Authority shall be governed by a Board of Directors consisting of seven members, five to be appointed by the Mayor and confirmed by Council and two to be appointed by Council and such members shall serve terms as follows:
(1) Three members to serve terms of two years each.
(2) Four members to serve terms of four years each.
(b) Persons subsequently appointed to the Board to successive terms shall serve for terms of four years, except those persons appointed to fill vacancies who shall be appointed to only the unexpired term. Any Director shall be eligible for reappointment. A majority of the Directors shall have been qualified electors of, or shall have had their businesses or places of employment in, one or more political subdivisions within the area of the jurisdiction of the Port Authority, for a period of at least three years next preceding his appointment.
