The Park and Shade Tree Commission, within the budget appropriation approved by Council, shall have the power and duty:
(a) To frame a master plan for providing adequate park, playground and recreation areas for the convenience, comfort and pleasure of the inhabitants of the City.
(b) To make recommendations to Council and the Planning Commission for the location, character and extent of park, playground and recreation areas.
(c) To formulate and recommend to Council a master shade tree program for the City.
(d) To conduct a continuing search for suitable park, playground and recreation areas and to have appraisals made of the value of such locations and facilities located thereon.
(e) To cause preliminary plans and studies to be developed as to the most suitable use to be made of all property acquired by the City for park, playground or recreation uses.
(f) Upon authorization by Council, to negotiate for the acquisition of property for park, playground and recreation purposes.
(g) Upon acquisition of property for park, playground or recreation purposes, to prepare final plans for submission to Council of the recommended development and use of such property.
