141.01 RECREATION DIRECTOR: POSITION ESTABLISHED; DUTIES; RULES.
   (a)   There is hereby established the office of Director of Recreation for the City. The Director of Recreation shall be appointed by the Mayor and such appointment shall be confirmed by a majority vote of the members elected to Council. The Director of Recreation shall serve for a term of two years, effective January 1, 1972. The compensation for the Director of Recreation shall be at the rate provided in Chapter 155.
   (b)   The Director shall annually submit to Council, with copies to the Mayor and Director of Finance, a recreation program for the current year and shall administer such portion of the recreation program as is possible in accordance with such funds as may be provided through appropriation by Council, including the conduct, supervision and operation of public playgrounds, playfields, recreation centers, swimming pools and other recreation areas and facilities controlled by the City, and shall promulgate and enforce all rules and regulations for the conduct of park and recreational facilities of the City. The Director of Recreation may be removed by the Mayor at any time with the consent of five members of Council.

   (c)   The Director of Recreation is hereby authorized and empowered to make and establish rules and regulations for the control, management and operation of Recreation Department buildings and facilities. Such rules and regulations shall be deemed to be in full force and effect after five days' posting in the five public places designated by Council for the posting of ordinances as specified in Section 113.01.

   (d)   The Director of Recreation is hereby authorized and empowered to make and establish fees for City-sponsored programs and activities, in the amount to cover costs for that particular program, and such fees shall not exceed twenty-five dollars ($25.00) per participant and/or material.
