132.11 DISCIPLINARY ACTION.
   (a)   Mayor; Powers. The Mayor has the exclusive right to suspend or remove the Chief of the Fire Division for incompetence, gross neglect of duty, gross immorality, habitual drunkenness, failure to obey orders by the proper authority or for any other reasonable and just cause.
   If the Chief of Fire is so suspended or removed, the Mayor shall certify such facts together with the cause of suspension or removal to the Municipal Civil Service Commission, which within five days from the date of receipt of the notice shall proceed to hear such charges and render judgment therein, which judgment may affirm, disaffirm or modify the judgment of the Mayor. In the event of suspension or removal the Chief shall not be entitled to compensation from and after the effective date thereof.
   (b)   Chief of Fire; Powers. The Chief of Fire shall have the power to reduce, suspend, recommend the removal of, or other forms of discipline to the Director of Public Safety of any member of the Fire Division under his supervision for insubordination, malfeasance, misfeasance, neglect of duties, failure of good behavior or violation of any of the rules and regulations prescribed by the Director of Public Safety or for any cause for reduction, suspension, recommended removal or other forms of discipline by the Chief shall be filed in writing by the Chief with the Director of Public Safety.
