Where services are performed or equipment furnished by the Department of Public Service to other departments of the City, other political subdivisions and persons, firms and corporations, the following charges shall be collected:

All materials used shall be billed at cost plus thirty percent (30%). No equipment shall be used unless authorized by the Director of Public Service.
