(a) The Director of Public Service is authorized to make rules and regulations for the control, management and operation of the sewage disposal system. Such rules shall be deemed in effect after five days' posting in the five public places designated by Council for the posting of ordinances in Section 113.01.
(b) No person shall knowingly violate any rule or regulation of the Director of Public Service in the management, operation and control of the sewage disposal system.
