121.02 MAYOR'S COMMITTEE FOR INDUSTRIAL DEVELOPMENT AND POLLUTION CONTROL.
   (a)   Establishment; Members; Terms; Vacancies. The Mayor's Committee for Industrial Development and Pollution Control is hereby established. The Committee shall consist of three members who shall be residents of the City who hold no other public office within the City. The members shall be appointed by the Mayor subject to the confirmation of a majority of all the members elected to Council. The appointments shall be made by the Mayor as soon as possible after the commencement of his term of office. The terms of the members shall coincide with the term of office of the appointing Mayor. Any vacancy on the Committee other than by expiration of term shall be filled in the same manner as the original appointment and for the unexpired portion of the term only. Members of the Committee shall serve without compensation.
   (b)   Powers, Duties and Purpose. The Mayor shall convene the Committee as soon after its appointment and confirmation as is possible. The Committee shall take under advisement for study and recommendation those matters concerned with industrial development and pollution control as the Mayor or the executive director, provided for in subsection (c) hereof, may direct. The purpose of the Committee is to assist the Mayor in establishing an administrative policy for the industrial development of the City and to assist in the promotion of the City for industrial development. As an allied purpose, the Committee shall assist the Mayor in the study of any problems of pollution that may be attendant to the industrial development of the City.

   (c)   Executive Director; Appointment; Duties. There is hereby established the position of executive director of the Mayor's Committee for Industrial Development and Pollution Control. The executive director shall be appointed by the Mayor, and the person so employed shall serve at the pleasure of the Mayor. The employment shall constitute part-time employment, with the person so appointed devoting a minimum of twenty hours per week in the business of the City. The executive director shall work directly under the Mayor and shall perform those services in the area of industrial promotion and coordination and pollution control as the Mayor directs. The executive director shall also serve the Committee as secretary.

   (d)   Cooperation with Business Development Coordinator. This committee will work in cooperation with the Business Development Coordinator, as established in Section 121.04.
