111.10 COMMITTEES.
   (a)   Not later than the second regular meeting after the organization of Council, the President of Council may appoint the following standing committees, or combinations thereof, each consisting of not less than three members of Council, and the President shall be the chairman ex-officio of each committee:
      Finance Committee
      Safety Committee
      Recreation Committee
      Planning Committee
      Ordinance Committee
      Service/Utilities Committee
      Wastewater Pollution Control Committee
   (b)   Committee referrals shall be pending in Committee no longer than thirty (30) days without any action be taken by the Committee. In the event an item must be held in Committee for longer than thirty (30) days the Committee shall be polled for approval of such action and the Committee Chairman shall report of said referral at the next Regular Council meeting during his/her Committee report. In the event the Committee agrees to refer an item out of Committee with no action taken, the Committee Chair shall report said referral at the next Regular Council meeting during his/her Committee report.
   (c)   At any regular meeting, the President may appoint three or more members to any special or standing committee in addition to the above as authorized by Council, and the President shall be the chairman ex-officio of each additional committee. At the time of the President's appointment of the above committees, he shall designate appointees to the committees. The Planning Committee, Ordinance Committee, Safety Committee and Recreation Committee shall have Co-Chairs; all remaining Committees shall have a Chair and two Committee members. The chairperson and/or co-chair of the committee(s) shall preside over the meeting(s) and shall sit at the head of the table. Discussion of the committee and Council members should be limited solely to the items that the committee is considering.
