111.07 PRESIDENT; APPEALS; VICE PRESIDENT.
   At the organizational meeting in January following each Municipal election, Council shall organize and the President of Council shall be appointed by the members of Council. The President shall appoint the members of the Committees of Council. The President shall preside at all meetings of Council and shall have a voice in its proceedings. He shall preserve order and decorum, prevent personal reflection and confine members in debate to the question before Council. He may, in common with any member of Council, call any member to order who violates any of the rules and shall, when the chair, decide all questions of order subject to an appeal of Council on the demand of two members. On such appeal there shall be no debate, but the yeas and nays shall be taken to decide the appeal. Council may choose one of the members to act as Vice President, who during absence of the President shall discharge the duties and be clothed with the powers of the President.
