111.04 LEGISLATION.
   Council shall act by ordinance, or resolution or motion duly adopted at a regular or special meeting. Each proposed ordinance or resolution shall be introduced in written or printed form.
   (a)   Format.
      (1)   Every resolution and ordinance shall contain one subject only, which subject shall be clearly expressed in its title, however related subjects may be grouped in one ordinance or resolution, and legislation relating to the installation of public improvements and different streets may be consolidated so that various ordinances and resolutions in connection therewith may contain provisions for all of the streets. General appropriation ordinances may contain the various subjects and accounts for which money is to be appropriated.
         A.   The enacting clause of all ordinances shall be: "Be it ordained by the Council of the City of Eastlake, Lake County, Ohio".
         B.   The enacting clause of all resolutions shall be: "Be it resolved by the Council of the City of Eastlake, Lake County, Ohio".
      (2)   Every resolution and ordinance shall reflect, somewhere on its first page, who requested it for Council’s consideration and which Councilperson sponsored it.
      (3)   Every resolution or ordinance shall be fully and distinctly read on three separate days, or the requirement for such reading has been dispensed with by a vote of three-quarters of the members of Council vote to suspend this rule. (six members). (Charter V.11)
   (b)   Passing Legislation; Effective Dates. The passage of an ordinance or resolution shall require the concurrence of the majority of Council (four members). The vote upon their passage or adoption shall be taken by yeas and nays and entered upon the journal of Council. Emergency ordinances and emergency resolutions require the concurrence of two-thirds of the members of Council (five members) for the passage or adoption thereof as an emergency, and if so adopted shall become effective at the time specified therein. If this rule is suspended, then the resolution or ordinance shall be read by title at least once before passage. If the ordinance or resolution is adopted by only four votes, it shall become effective in thirty days. (Charter V.11, V.12)
   (c)   Introduction of Legislation. Any member of Council, or committee of Council, or administration representative may prepare and submit legislation for consideration. However, prior to any formal action by Council, the President of Council shall refer all such proposed legislation to the appropriate committee of Council for review, except that which he shall deem exempt.
   (d)   Changes to Legislation. An alphabetical suffix shall be added to the identification number of any ordinance or resolution that is changed or altered following its initial appearance at any regular or special meeting agenda. This procedure shall apply to all changes and/or alterations, except those associated with typographical errors. This procedure shall not apply to drafts or draft copies of legislation.
   (e)   Reading by Title. Ordinances and resolutions shall be read by title only if a written or printed copy thereof is placed on the desk or table for each member of Council.
   (f)   Authentication of Ordinances and Resolutions. Any ordinance or resolution passed by Council shall be signed by the President or presiding officer and the Clerk of Council.
