All meetings of the Council shall be held in Council Chambers in City Hall unless otherwise ordered by Council. Regularly scheduled meetings shall be held on the second and fourth Tuesdays of each month with the Council-as-a-Whole Committee meeting being scheduled for 7:00 p.m. The Regular Council meeting shall be convened immediately following the adjournment of the Council-as-a-Whole Committee meeting and shall continue to no later than 10:30 p.m., unless ordered by motion, resolution or ordinance, at least ninety-six hours before the meeting. When any such Tuesday is a legal holiday, Council shall meet in regular session on a date determined by Council.
