The Fourth Ward contains all that territory bounded and described as follows:
Beginning at the low-water line of Lake Erie at the point which is the extension of the westerly right-of-way line of Parkway Drive;
Thence southeasterly along the westerly right-of-way line of Parkway Drive to its intersection with Lakeshore Blvd.;
Thence northeasterly along Lake Shore Blvd. to a point along an imaginary line which is the extension of the rear property lines on the east side of Parkway Drive;
Thence generally southeasterly along rear lot lines of Parkway Drive to the intersection of Hillcrest Drive;
Thence northeasterly along Hillcrest to the line extension of the rear lot lines on the southwest side of St. Lawrence Blvd.;
Thence generally southeasterly along the rear lot lines to the westerly right-of-way line of Brookdale Drive;
Thence southwesterly along Brookdale Drive to its intersection with Valleyview Drive;
Thence westerly along Valleyview Drive and continuing along the line extension of Valleyview Drive to its intersection with Brook Drive;
Thence southerly along Brook Drive approximately 800 feet;
Thence westerly to its intersection with the center line of Ward Creek;
Thence along the center line of Ward Creek to a point which is the line extension of the center line of Robin Drive;
Thence southeasterly to the northeast corner of the northeasterly lot on the Robin Drive cul-de-sac;
Thence southerly to the Willoughby corporation line;
Thence easterly, northerly, westerly, northerly, westerly and northerly along the Willoughby corporation line to the low-water line of Lake Erie;
Thence continuing along the low-water line of Lake Erie in a southwesterly direction to the place of beginning.
