The City is hereby resubdivided into four wards which are equal in number to the members of Council who are presently serving and hereafter to be elected from wards according to law. The four wards are hereby recreated and re-established in this City, and the boundaries shall be such as are set forth in this chapter and fixed so that each contains as nearly as practicable, an equal number of inhabitants.
