It is the intent of Council to assist in ensuring the safe operation of oil and gas wells in the municipality. Toward that end, the specific intent of this chapter is to:
(a) Ensure the City’s participation to the maximum extent practicable in oil and gas well development on private property.
(b) Supplement any State issued permits that authorize the drilling of an oil and gas well in the Municipality as local conditions may exist that may not have been known to the State at the time such drilling was authorized.
(c) Exercise the City’s local police authority, authorized under Article XVIII, Section 3 of the Ohio Constitution, to the fullest extent permitted by law for the protection of the municipality’s residents and all emergency personnel who may be called upon to respond to an incident at an oil and gas well.
(d) Establish an Oil and Gas Administrative Policy for the development of oil and/or natural gas resources on City owned property.
