This chapter establishes minimum standards for occupancy and does not replace or modify standards otherwise established for construction, replacement or repair of buildings except as are in conflict with provisions of this chapter. When a provision of this chapter is found to be in conflict with a provision in any building, zoning or other ordinance of the City or statute of the State, or in any regulation issued under the authority of such ordinances or statute, the provision which establishes the higher standard for the protection of health, self-safety and welfare shall prevail, and nothing in this chapter shall be construed to supersede, limit, modify or replace any of the powers or duties of the Board of Health, Fire Chief or Chief Building Official.
