1363.01 REQUIREMENTS FOR UNDERGROUND ELECTRIC POWER AND STREET LIGHTING.
   (a)   In new subdivisions of ten or more lots, all communication, electric power and street lighting wires, conduits or cables to serve lots in such subdivision shall be constructed underground and upon easements provided for utilities, except that those wires, conduits or cables owned by or serving individual customers and located wholly on the customer's property, need not be located upon easements.
   (b)   All underground communication, electric power and street lighting wires, conduits or cables shall be constructed in accordance with the standards required by Administrative Order No. 72 of the Public Utilities Commission of Ohio or of other regulations of the Public Utilities Commission of Ohio.
   (c)   Installers of underground communication, electric power and street lighting wires shall make provision for the ultimate installation of street lighting standards by the electric utility serving the subdivision as follows:
      (1)   Minor streets: a minimum mounting height for luminaries of fifteen feet and spaced no farther apart than every fourth lot.
      (2)   Major or collector streets: lighting intensity meeting the minimum recommendations of American Standard Practice for Roadway Lighting.
      Until used, the wiring provided hereunder shall be safety insulated and/or de-energized.

   (d)   No utilities shall be located under the pavement, except where crossing the street.
