The Official shall approve such application if he finds that the fence is consistent with the safety of pedestrians, vehicular traffic and persons normally coming into the area in proximity to such fence; will not impair light or the movement of air in a manner tending to cause an unhealthy condition; will not adversely affect the reasonable use of abutting properties from abutting properties in the event that such shall be necessary to the normal enjoyment of the abutting property. Upon approval of the Chief Building Official, a permit to construct a fence of the location, character and extent shall be issued.
