(a) Plan Review Fee. A plan review fee is hereby established for the examination and review of building plans at the rate of forty-five dollars ($45.00) per hour.
(1) Architect. From the foregoing plan review fees payment can be made to an architect employed by the City at the rate of forty-five dollars ($45.00) per hour. The Chief Building Official or his duly authorized representative, shall collect the fees as defined above for all proposed building projects within the City for the cost of an architect's review.
(2) Responsibilities. The architect shall serve as a coordinator for the purpose of reviewing the building projects between the Fire Department, the engineers and the Building Department, and he shall further review and examine all plans for proposed building projects within the jurisdiction to make sure that they conform to architectural standards under the Codified Ordinances of the City. The architect shall do all necessary negotiations with other architects, owners or contractors to insure conformance by them with the ordinances of the City. The architect shall further provide back-up technical services whenever requested by any department of the City.
(b) Exemption. A review fee is not required for churches and synagogues.
