The application and plans shall be referred to the Chief Building Official, who shall examine them to determine whether the proposed construction or alteration will comply with the laws of the State and the ordinances of the City. Upon approval, one set of plans shall be returned to the applicant with a permit, and the other shall be retained by the Chief Building Official. No permit shall be issued until after approval of the plans.
