Gas meters within the corporate limits of the City shall be installed and placed as follows:
(a) Within fifty feet of the street which abuts the front of the subject property.
(b) Within five feet of the foundation of any building, with the exception of new buildings in which case the installation shall be made on solid ground, but subject to subsection (a) hereof.
(c) No more than five feet to the rear of any front building line.
(d) Within five feet of the side building line, or extension thereof, and on the side of the building lot opposite to the existing or proposed driveway.
