It shall be the duty of the Chief Building Official or his duly authorized representative, upon the filing of an application for an erection permit, to examine such plans, specifications and other data and the premises upon which it is proposed to erect the sign or other advertising structure as defined in this chapter and if it appears that the proposed structure is in compliance with all the requirements of this chapter, the Zoning Ordinance and all other applicable ordinances of the City, and the appropriate permit fee has been paid, he shall then issue the erection permit. If the work authorized under an erection permit has not been started within six months after the date of issuance, the permit shall become null and void.
