Permits shall be required for all signs as follows:
(a) In residential districts where the sign exceeds six square feet in area, except for political signs.
(b) In Retail Business Districts when the total areas of all signs on the premises exceed two square feet in area, excepting permanent signs on windows and doors.
(c) In commercial or industrial districts when the sign exceeds two square feet in area.
