(a) "Sign" means any graphic, visible representation, art, writing, delineation and/or vivid description of any product, service or other advertisement.

(b) "Free-standing sign" means a free-standing graphic or sign mounted or otherwise attached to steel poles, steel beams or steel columns, or other suitable material approved by the Chief Building Official, and shall include only graphics erected on the property of the location or place of business which is identified by the copy or reading matter appearing on the graphic face, and conforming to all necessary requirements of the freestanding sign section.

(c) "Wall sign" means any graphic attached, applied to, painted or placed flat against the exterior front wall, rear or side wall of any building or other structure, conforming to all necessary requirements of the wall sign section.
(d) "Ground sign" means a planter-type sign conforming to all necessary requirements of the permanent sign section.
(e) "Billboard" means an advertising graphic which directs attention to a business, product, service or entertainment conducted, sold or offered elsewhere then upon the same lot where the graphic is located.
(f) "Roof sign" means any graphic erected, constructed and maintained upon or over the roof of any building or above any appurtenance projecting above the building roof line.
(g) "Projecting sign" means any graphic which is attached to building or other structure and extends beyond the surface of that portion of the building or structure to which it is attached by more than sixteen inches.
(h) "Temporary sign" means any graphic not otherwise defined in this chapter intended to be used for other than permanent display of graphics for a definite time period.
(i) "Portable sign" means any graphic intended to be used on or mounted on any type of vehicle or trailer which if upon public or private grounds would require a vehicle license plate from the State Department of Motor Vehicles Bureau.
(j) "Bulletin board" means an announcement graphic located on the lot of a public, charitable or religious institution subject to frequent announcement changes.
(k) "Real estate sign" means a graphic pertaining to the development, rental, sale or lease of property conforming to all necessary requirements of this chapter.
(l) "Residential sign" means a nameplate indicating the name of the occupant, address, and located on the lot of the occupant.
(m) "Political sign" means a graphic concerning by the word or words and/or pictures and/or design and/or symbol any candidate or political party, issue, levy, referendum or other matter whatsoever eligible to be voted upon in any general, primary or special election and/or one advocating by any word or words and/or pictures and/or design and/or symbol any type of political action to be taken by the electorate and/or its representatives at any level of government.
(n) "Subdivision sign" means a graphic advertising only the lots available and other information as in real estate signs located within the subdivision during the time of construction until completion and limited to one per subdivision and complying with other requirements of the subdivision sign section.
(o) "Construction sign" means a graphic to be used in lieu of a subdivision sign for a commercial, industrial or multi-family construction site, limited to the names of future occupants, architect, engineers or contractors engaged in the construction of that site.
(p) "Nonconforming sign" means any sign or graphic which now is existing and does not conform with the Codified Ordinances and any future amendments thereto.
(q) "Illuminated sign" means a sign having internal lighting incorporated therein and which does not have externally applied light.
(r) "Banner sign" means a temporary graphic normally used to extend over a right of way, made of some weather-resistive material, used for the explicit purposes of advertising a special event such as a civic celebration or a sporting event but not intended to be used as advertising to a private business or commercial enterprise. Such sign may be erected for a maximum period of twelve days, beginning up to ten days prior to the event and must be removed within two days after the event. Such sign must be limited to eighteen inches in height and can extend the entire width of the road pavement over which it is installed.
(s) "Public right of way" means the particular distance across a public street measured from property line to property line (being six inches inside of the sidewalk line) of the public right of way. When sidewalks do not exist the public right-of-way width shall be determined as prescribed by the major thoroughfare plan on file with the Division of Inspections.
(t) "Flashing sign" means any sign which contains a continuously intermittent light or sequential light source.
(u) "Motion-producing sign" means a sign which is capable of rotating, and/or producing a change of movement.
(v) Measurement of Signs.
(1) For free-standing and box type wall signs, the method of measurement per sign area per face shall be the entire area of the sign face, exclusive of all structural supporting members.
(2) For wall signs which are composed of individual letters directly mounted on the face of the building, the measurement method shall be the actual size of each letter or insignia and the spacing in between each letter or insignia.

(w) "Changeable Sign" means a sign with the capability of content change by means of manual or remote input, including signs which are:
(1) "Electrically Activated" means changeable sign whose message copy or content can be changed by means of remote electrically energized on-off switching combinations of alphabetic or pictographic components arranged on a display surface. Illumination may be integral to the components, such as characterized by lamps or other light-emitting devices; or, it maybe from an external light source designed to reflect off the changeable component display.
(2) "Manually Activated" means changeable sign whose message copy or content can be changed manually.
(3) "Electronic Message Sign or Center" means an electrically activated changeable sign whose variable message capability can be electronically programmed. (Ord. 2011-017. Passed 2-22-11.)
