The scope of this chapter is to create a comprehensive set of sign regulations and thereby to facilitate optimum communication between people and the environment. It is the basic intent of this chapter to regulate signs that identify, inform, direct, promote or advertise a particular industry, commercial establishment, store, shop, merchandise, product or service. The scope and intent of this chapter are not intended to govern product dispensers or other similar types of commodities or products.
