Any license issued under the provisions of this chapter may be revoked or suspended by the Chief Building Official for a prescribed period of time up to six months, whenever it is determined that the licensee:
(a) Has not performed the duties required of him by any section of the Codified Ordinances or any rules and regulations of the Chief Building Official issued thereunder.
(b) Has failed and neglected to immediately comply with a "stop-work" order validly issued by the Chief Building Official.
(c) Has been lax, incompetent, negligent or derelict in the prescribed performance of the work of furnishing services authorized under this license.
(d) Has performed trade work in excess of the limitations of his license.
