In addition to all other requirements of the Building and Zoning Codes of the City, the County and the State, each applicant for a permit to construct a new building or structure, or to remodel or reconstruct an existing building or structure, or to remodel or reconstruct an existing building or structure wherein the existing grade of the lot or building is proposed to be changed, or any person seeking to change the grade of any property by more than three inches, shall submit to the Chief Building Official a plot plan of the property prepared by a registered engineer or a registered surveyor where such proposed construction or reconstruction is or shall be situated, which plan shall show the following:
(a) Site Plan Requirements.
(1) The existing elevation of the center line of the street;
(2) The existing elevation of the top of the nearest street curb, if any;
(3) The existing elevation of the top of the nearest portion of the sidewalk, if any;
(4) The existing elevation at each corner of the lot;
(5) The first or main floor elevation and the location of adjacent buildings within 150 feet;
(6) The elevations of the proposed finished grade of the lot on a suitable contour interval;
(7) The proposed elevation of the first or main floor of the building and the lawn grade at the building corners;
(8) The foundation and/or slab elevation;
(9) The bearings and lot dimensions, the lot and block number or lot and tract number, an arrow showing the north direction, and the street name;
(10) A reference bench mark established on some permanent object in the near vicinity which shall remain undisturbed during construction and available for elevation checks;
(11) The location and elevation of all existing and proposed sanitary sewers, water lines and storm sewers within or adjacent to the lot; and
(12) Any other information that may be required by the City Engineer to assure that the proposed building elevations and site grading are compatible with adjacent property and that positive drainage is achieved.
(b) Submittals. Seven copies of the plot plans for residential single family lots shall be submitted to the Chief Building Official who shall cause the plans to be examined for conformity to the proper relations with existing or proposed sanitary sewers, water lines, storm drainage and existing grades of adjacent lands and buildings.
Five copies of these plans shall be forwarded to the City Engineer for review and approval.
(c) Re-Submittals. Applicants shall be notified of any regulatory or standards non- conformity found during examination of the plot plan. The plot plan shall be revised in respect to all written non-conformities. When a plot plan is found to conform to all applicable standards and regulations the same shall be approved and shall become a condition of any permit which may be issued for such construction.
(d) Foundation Grade Check. At such time as the builder or other permit holder has constructed the foundation or slab referred to herein, he shall submit a foundation grade check to the Chief Building Official. No further construction shall be permitted until the Chief Building Official or City Engineer has verified pursuant to this subsection. If the foundation elevation is not constructed according to the plot plan, it shall be adjacent accordingly by raising or lowering the wall.
(e) Final Grade Inspection. Prior to filling an application for a certificate of occupancy under the Zoning Code, each applicant shall submit a request with the Chief Building Official for a final grade inspection to be performed by the City Engineer. If the actual construction does not conform to the applicant’s plot plan (3" ±), comments shall be provided by the City Engineer for correcting the non- conforming items. The final occupancy permit and all deposits will be withheld until the items are corrected and re-inspected. The applicant shall pay the cost of all inspection and re-inspection fees.
Any additional improvements such as driveways, patios, etc. constructed without being shown on the plot plan shall be removed if requested by the Chief Building Official.
The installation of all storm and sanitary sewer connections and appurtenances shall be inspected by the Service Department. No occupancy permit shall be issued without an inspection report being filed with the Chief Building Official.
All lawn areas shall be fully seeded or sod within six months depending on when the applicant is granted a temporary occupancy permit.
